78.

asked the Minister for the Public Service if he will give the following details on special pay claims/awards under paragraph 4.2 (b) of the 1983 Public Service Pay Agreement: (a) a list of the claimant grades or groups involved; (b) the numbers in each grade or group involved; (c) the total amount of retrospection payment for each group/grade involved; and (d) the average amount per employee.

asked the Minister for the Public Service if he will give the following details on special pay claims/awards arising under paragraph 4.2 (c) of the 1983 Public Service Pay Agreement: (a) a list of the claimant grades or groups involved: (b) the numbers in each grade or group involved; and (c) the full or average retrospection payment for each grade/group to be paid in January 1986.

I propose to take Questions Nos. 78 and 81 together, referring as they do to complementary clauses of the 1983 Public Service Pay Agreement. Clause 4.2 (b) allowed for the processing of claims which had arisen under paragraph 3.1 of the amendments to the 1981 Public Service Pay Agreement; clause 4.2 (c) allowed for the payment of retrospection in January 1986 in respect of these claims.

Paragraph 3.1 of the amendments to the 1981 Public Service Pay Agreement had specified that "40 per cent of the relevant increase may be paid from 1 October 1983" and paragraph 4A provided that "the balance of the increases at 3.1 will subsequently be paid in full from the effective date". Clauses 4.2 (b) and 4.2 (c) of the 1983 PSPA spelt out in detail how this was to be done. The following are particulars of the awards covered by clauses 4.2 (b) and (c):

asked the Minister for the Public Service if he will give the following details on special pay claims/awards arising under paragraph 4.2 (a) of the 1983 Public Service Pay Agreement: (a) a list of the claims and awards granted; and (b) the numbers in each of the categories of the claimant grades.

asked the Minister for the Public Service if the teacher arbitration award was made under paragraph 4.2 (d) of the 1983 Public Service Pay Agreement; the other categories of public service, local authority, civil service or health board employees which received awards or had awards paid to them under this paragraph of the 1983 Public Service Pay Agreement and the terms of such awards.

I propose to take Questions Nos. 79 and 80 together.

The questions have been taken to cover the main special pay increases granted to the following public service groups directly covered by the 1983 Public Service Pay Agreement: civil servants, teachers, local authority and health services staff. It is not possible, without very detailed examination by Departments, to provide an exhaustive list of every case processed under clause 4.2 (d) of the Public Service Pay Agreement. The following are particulars of special pay increases under clause 4.2 (a):

asked the Minister for the Public Service if he will give details of all arbitration awards over a period of the last 25 years which were not honoured and paid in full.

Two arbitration awards were not implemented in the period covered by the Deputy's question. Details are as follows:

1. Local Authority Engineers

Arbitration Board Report of 25 July 1968

This report recommended salary increases ranging from just under 22 per cent to just over 23 per cent for local authority engineers with effect from 1 April 1968. Eventually increases of just under 11 per cent with effect from the same date were implemented.

2. School Attendance Officers

Arbitration Board Report of 28 January 1982

This report recommended increases for school attendance officers which gave them a salary scale equivalent to that of welfare officer in the Department of Justice with effect from 1 April 1981. Following a series of discussions between the management and union sides a package was agreed which gave an increase of 24 per cent from the earlier effective date of 1 January 1979.
