asked the Minister for the Environment if he will amend memorandum HRT 1, clause 2, in respect of the £5,000 grant to local authority tenants who surrender a local authority dwelling to enable tenants other than spouses who have succeeded to the tenancy, to qualify for the grant following one year's tenancy, in view of the fact that such tenants would have had to be resident in the house for a continuous two years prior to the succession.
