asked the Minister for the Environment if he is aware of a practice by any building society whereby they are adding the cost of civil bills issued to mortgages who are in arrears on to the capital cost of their repayments; and if so, if he will comment on such practice.

I am aware that the rules of certain building societies provide that any expenses, legal or otherwise, incurred by a society in securing repayment of loans may be charged to the account of the borrower concerned. The registration of building society rules is a matter for the registrar of building societies.
