asked the Minister for Justice if there is any liaison between licensing authorities for national collections which are issued in Dublin and local collections as there is a constant flow of professional ticket sellers and collectors invading local towns and interfering with local fund-raising activities.

Limerick East): A collection permit under the Street and House to House Collection Act, 1962, relates only to a particular locality. As regards lotteries permits for occasional lotteries with a prize-fund limited to £300 may be granted under section 27 of the Gaming and Lotteries Act, 1956, by Garda superintendents.
I assume, however, that the question is intended to relate primarily to periodical lotteries which are subject to a District Court licensing requirement but in relation to which ticket-sales may take place outside (as well as inside) the Court District where the licence is granted.
As the licensing function in this matter is exercised by the court it would be inappropriate for me to say more at this point than that I do not think the matters referred to in the second part of the question are matters likely to be very significantly affected by liaison or lack of it but, in any event, a review of the gaming and lotteries legislation is proceeding and there should be an opportunity for all Deputies to contribute to a debate on all aspects of it in the not too distant future.
