asked the Minister for Communications the redress which is open to a person (details supplied) in County Limerick who has given legal proof to An Post that she will be leaving the country in March and therefore is not liable to pay a full year's TV licence; if he accepts that such persons should be charged only for their stay within the jurisdiction and liability for them of a full year's fee would be a breach of equity and natural justice; and if he will make a statement on the matter.

There is no statutory power to provide for the issue of a television licence other than on payment of the appropriate annual fee in the circumstances outlined by the Deputy. The introduction of such an arrangement would be administratively difficult and would be open to abuse.
