At present new suppliers wishing to obtain a permanent quota can do so only if they acquire land to which a quota applies. Beyond this they are dependent on a temporary quota from year to year being made available from "flexi-milk" by their co-operative/dairy. The only other way they could be provided with a permanent quota is by making a percentage deduction from producers generally.
