asked the Minister for the Environment when payment of a reconstruction grant passed in September 1985 will be paid to a person (details supplied) in County Kilkenny.

asked the Minister for the Environment the cost of granting retrospection to people who, during 1981, were refused the £3,000 mortgage subsidy payments due to the fact they were unmarried; if he considers, due to the previous and subsequent policy decisions in this area the situation to be anomolous whereby those who were refused in 1981 now have their cases reconsidered.

The information requested is not readily available in my Department and its compilation would require a disproportionate amount of staff time. The decision taken in March 1982 to extend the mortgage subsidy scheme to single persons was specifically confined to cases in which the relevant mortgages were executed on or after 25 March 1982. It would not be feasible at this stage to apply the subsidy in cases where mortgages were executed before that date.

(Limerick West) asked the Minister for the Environment the reason a house improvement grant has not been paid to a person (details supplied) in County Limerick.

A grant cannot be paid in this case because, contrary to the Housing Regulations, 1980 (as amended), notification of completion of work and a claim for payment of the grant were not received in the Department by 30 June 1981.

(Limerick West) asked the Minister for the Environment the reason a person (details supplied) in County Limerick who applied for a house improvement grant was not notified to proceed with the work in view of the fact that application was submitted in sufficient time.

Since the balance of a new house grant was paid in respect of this house within the past ten years it is necessary for the purpose of determining the applicant's entitlement to a house improvement grant for an extension to establish whether overcrowding exists as, in accordance with the terms of the scheme, a waiting period of only five years applies in such cases. As this requires the carrying out of an inspection by the Department, the issue of a letter of approval would not have been appropriate in the circumstances. The necessary inspection will be arranged as soon as possible. In addition the above new house grant disqualifies the applicant from being considered for a grant for necessary works to the fabric of the house for which he also applied. However, he can renew his application for the latter grant and for the grant for an extension (if overcrowding does not exist) when the ten years from payment of the balance of the new house grant has elapsed in September next.
