asked the Minister for the Environment the reason for the delay in having the allocation of finance for housing made available to Waterford County Council.

Presumably the Deputy is referring to the capital allocations for the local authority housing construction programme. There has been no delay in notifying Waterford County Council of their capital allocation for the current year.

Heretofore, local authorities were allocated housing capital in two stages, viz. the initial allocation, usually in April, to cover existing commitments on their programmes and some new work to start early in the year, and an additional allocation, usually in June, to cover new works expected to commence later in the year.

This year local authorities were requested to furnish one claim covering their overall estimated capital requirements for 1986. This revised procedure will enable me to notify local authorities of their overall capital allocation earlier in the year, thus leaving them better placed to plan their housing programmes for the year ahead. I expect to be in a position shortly to notify all housing authorities of their capital allocation for 1986.
