asked the Minister for Justice if he will facilitate a tenant purchaser of a local authority house (details supplied) in County Wexford who is seeking his individual dealing number with the Land Registry office; the reason it has taken two years for this transfer to take place; when it will be finalised; and if this delay is excessive.

I am informed by the Registrar of Titles that the application, the details of which were supplied by the Deputy, is one of a block of 40 applications for first registration which was lodged in the Land Registry on 5 July 1984 and are at present under consideration. Applications for first registration are complex from a legal point of view and in individual cases usually take over two years to complete at present. The position of this application is particularly complicated. It is part of a large block of applications and, in addition, as I have already informed the Deputy by letter, it is not possible for the Registry to identify the property to which the question refers without more specific information. In the circumstances I am not in a position to indicate when and if the application will be finalised.

There has been no undue delay in dealing with the case and indeed it is being treated with all possible urgency in so far as the Land Registry is concerned.
