In view of the fact that my Private Notice Question to the Taoiseach has been ruled out because the Chair did not consider that the Taoiseach had any function in the matter I should like, with the permission of the Chair, to raise the matter on the Adjournment.

I will communicate with the Deputy.

In view of the fact that my Private Notice Question about the failure of the Government to respond in a positive manner to the initiative of the local consortium in their efforts to reopen Cork dockyard, and their failure to take the necessary action to encourage the reopening of the yard, was not allowed, I should like the permission of the Chair to raise the matter on the Adjournment.

I will communicate with the Deputy.

My Private Notice Question in connection with the closure of the catering school at Rockwell College, County Tipperary, was disallowed and I should like information from the Chair as to how I can get information in the House on behalf of the people in my constituency? Bureaucracy has gone mad. At least 120 students have been thrown out of this school. That is disgraceful. Who is responsible for this? Who can give me an explanation? The Minister is sheltering behind officialdom.

The Deputy has asked me a question and he should permit me to answer it. I do not know if the Deputy has a copy of Standing Orders but, if not, I will send him a copy.

The Deputy should put down a question for written reply.

I will get the same response. It would be better if we had a Minister for closing factories.

In view of the fact that £500,000 is all that remains for Garda overtime this year I tried to raise the matter in the form of a Private Notice Question.

Has the Deputy an application to make?

I do. I was told that this was not an urgent matter and I should like to protest at that.

The Deputy should not protest against the rulings of the Chair.

Especially when the matter is under control.

This is a matter of great urgency and because of that I want to register my protest.

I am not going to allow a speech on this.

Will the Chair explain to me why my question was not allowed?

The Deputy should not argue with the Chair.

May I have an explanation as to why my Private Notice Question was disallowed?

I will meet the Deputy in my office later and explain the matter to him.

Bureaucracy has gone mad. The public have a right to know the reason for this closure.

By agreement, the proceedings on the Committee Stage of the Garda Síochána (Complaints) Bill, 1985, shall be brought to a conclusion not later than 7 p.m. today by one question which shall be put from the Chair and which shall in relation to amendments include only amendments set down by the Minister for Justice. Also by agreement the proceedings on the remaining stages of the Garda Síochána (Complaints) Bill, 1985, shall be brought to a conclusion not later than 11 p.m. today by one question which shall be put from the Chair and which shall in relation to amendments include only amendments set down by the Minister for Justice.
