As Minister for the Public Service I "control", to use the Deputy's word, only the pay of civil servants, though I also have statutory responsibility, invariably involving a second Minister, in a number of other areas such as the Garda Síochána with the Minister for Justice and the Defence Forces with the Minister for Defence.
For all these groups the completion date for the 25th pay round, with a small number of exceptions, is to be 30 June 1987. The exceptions consist in the main of public servants whose pay is specifically related to certain industrial groups. The only significant group of this type as far as numbers are concerned are those grades in Government Departments, about 2,000 staff in all, whose pay has been linked to workers in the construction industry. The 25th round for these staff, following on a Labour Court recommendation for the construction industry, is due to end on 31 December 1986.
