asked the Minister for the Environment the reasons a new house grant has not been paid to a person (details supplied) in County Cavan.

A grant cannot be paid until an inspection establishes that the house has been satisfactorily completed and occupied and that all the conditions applying to the grant schemes have been fulfilled. The inspection will be carried out within the next few weeks.

asked the Minister for the Environment when the inspection will take place for house improvement grant purposes for a person (details supplied) in County Dublin who requires it to carry out a major replacement of his sewerage facilities at an early date.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named at the address given. However, an application has been received from a person with the same surname and from the same address and in that case an inspection will be carried out within the next few weeks.

asked the Minister for the Environment when a house improvement grant inspection will be carried out for a person (details supplied) in County Wexford.

An inspection will be carried out within the next few weeks with a view to the approval of a grant.

asked the Minister for the Environment if he will arrange to have a house improvement grant inspection carried out for a person (details supplied) in County Wexford in order to determine the level of approval for loan purposes.

Notification issued to this applicant authorising her to proceed with the works in respect of which her application was made subject to the conditions of the scheme (other than the prior inspection requirement) applicable when she applied for the grant. However, an inspection will now be arranged as soon as possible.

A final inspection with a view to payment of the grant approved will be arranged on receipt in the Department of notification of completion of relevant works.

The handling of applications for the £5,000 grant is a matter for the relevant local authority up to the stage of certification for payment. In this case, a certificate confirming that the applicant has complied with the conditions of the scheme was received last week and the grant will be paid within the next few weeks.

asked the Minister for the Environment if he is prepared to sanction part payment of a house improvement grant for a person (details supplied) in County Wexford.

On receipt of confirmation from the applicant that works of a particular category approved for grant have been completed, an inspection will be arranged with a view to payment of appropriate grants at this stage.

asked the Minister for the Environment the reason for the delay in processing the reconstruction grant application for a person (details supplied) in County Louth, and when he will be notified of the amount of grant awarded, so that he can commence work.

There has been no undue delay in processing this application for a house improvement grant. A grant of £1,684 has been approved in respect of the building of an extension.

asked the Minister for the Environment if the level of approval for a house improvement grant application of a person (details supplied) in County Wexford will be reconsidered, in view of the fact that he corresponded with the previous Minister explaining his circumstances and in view of the fact that an amnesty was issued for other house improvement grant applicants during the same period.

The application in this case was in respect of the provision of an extension, the carrying out of necessary repairs and the replacement of windows. A grant of £722 was approved in respect of certain repair works and that grant will be paid within the next few weeks. Grants could not be allowed for the extension, the installation of windows and other repair work as, contrary to a qualifying condition of the scheme, the particular work had already commenced when the inspector visited the house in December 1985. The special dispensation referred to by the Deputy related to applications for which a first inspection was outstanding on 25 February 1986, and does not apply in this case.

asked the Minister for the Environment if a house improvement grant application will be reconsidered for a person (details supplied) in County Wexford, in view of the fact that storm damage is the reason for the necessary works; and if, in view of these circumstances, an inspection will be arranged to reconsider the application.

This application was rejected as the required waiting period of seven years between payment of a previous grant on 5 March 1981 in respect of the house and commencement of the new works had not elapsed. The applicant has been so informed. The approval of a grant in such a case before the expiry of the relevant waiting period arises only where the necessary works are of an emergency nature and are directly attributable to storm damage which arose immediately preceding the making of the particular application. Such circumstances do not apply in this case.

asked the Minister for the Environment if he will expedite the allocation of a home improvement grant for a person (details supplied) in County Roscommon.

Notification issued to this applicant authorising her to proceed with the work in respect of which her application was made subject to the conditions of the scheme (other than the prior inspection requirement) applicable when she applied for the grant. However, following a recent request from the applicant an inspection with a view to the approval of a grant will be carried out within the next few weeks.

asked the Minister for the Environment when an inspector will call to a person (details supplied) in County Carlow, who has applied for a house improvement grant.

Arrangements have been made to have an early inspection carried out.
