asked the Minister for the Environment if he is aware that an inequitable situation exists whereby some householders are liable for the cost of repairing water service pipes outside their homes whereas certain local authorities do accept responsibility for such repairs; if he has any proposals to remove this anomaly; and if he will make a statement on the matter.

I am aware of the situation that exists at present, and I intend to make provision in legislation for the conferring of a general power on local authorities to assume responsibility for repairs to the relevant portions of branch water pipes outside the curtilages of households.
