The Southern Health Board's initial assessment of the shortfall in allocation for 1985 was £9.5 million. The eventual excess for 1985 as recorded by the abstract of accounts was £0.852 million. The basis, accuracy and real purpose of the board's initial assessment is, therefore, at the very least open to question.
