Written Answers. - Eligibility for Teamwork Scheme.

asked the Minister for Labour in relation to the umbrella group Network for Jobs if he will state when and by what source his Department became aware that information supplied by the YEA in relation to the planning grant was materially incorrect in respect to the number of projects involved; if he will make a statement on the matter; if he is aware that a number of organisations availed of Teamwork and planning grants for the same projects concurrently; and if he will clarify the position on such biagency funding.

asked the Minister for Labour the decision which the monitoring committee reached on the proposal from Network for Jobs in June and September respectively; if he is aware that his officials informed the group in July that the monitoring committee requested that five separate applications be supplied in order for them to satisfy themselves that the work involved in each project was appropriate for Teamwork aid; and if he will make a statement on the matter.

It is proposed to take Questions Nos. 187 and 188 together.

I am not aware of any incorrect information regarding the projects in question being supplied to my Department by the Youth Employment Agency.

Generally speaking, projects which are in receipt of Teamwork funding do not qualify for concurrent YEA community enterprise programme planning grants. It would take an inordinate amount of time to identify those projects, if any, which have received assistance under both schemes.

An application for assistance under the Teamwork scheme was submitted by the organisation, Network for Jobs, on 3 April 1986. Because of the restrictions on Teamwork funds at the time, it was not possible to consider this application.

Following a meeting between representatives of the organisation and the Minister of State at my Department on 28 May 1986 a further application was received from Network for Jobs on 18 June 1986. After consideration of the application by the Teamwork monitoring committee on 24 June 1986 discussions took place between the sponsoring group and officials of my Department on 7 July 1986. In the course of these discussions further information on the application, including data on the five separate projects encompassed by it, was requested. This was received on 7 August 1986. From an examination of the five proposals it appeared that four of these were essentially commercial in character and would not, therefore, be eligible for consideration under Teamwork. Further evidence of the commercial nature of these four projects was evidenced by the fact that they were approved for planning grants under the Youth Employment Agency's community enterprise programme. This programme is designed to assist projects which may be sustainable on a commercial basis. The applicants were notified accordingly on 10 September, 1986. The fifth application submitted was examined but it did not meet the criteria for Teamwork and the applicants were notified accordingly on 17 September, 1986.
