asked the Minister for the Environment if he will give immediate sanction to allow work to commence on the sewerage scheme at Rolestown, County Dublin.

A design report and working drawings for the Rolestown sewerage scheme are under examination in my Department at present. Once this examination is completed I can assure the Deputy that there will be no undue delay in giving a decision.

Does the Minister accept that this is probably the most urgently required sewerage scheme in north County Dublin? The lack of this scheme is holding up construction of local authority houses for those who are badly in need of such housing in the Rolestown area. Because of the Minister's inactivity in relation to this scheme and because of his refusal to sanction it, he has condemned many young people to live in totally unsuitable accommodation in Rolestown. An immediate decision is required from the Minister to allow the scheme to start. Does the Minister accept that Dublin County Council have included sufficient funding in their Estimate for 1986 to allow this scheme to commence? Indeed, it could have been started by now if the Minister had sanctioned it. If he was serious about the problems of the people of Rolestown, an area which he represents, he would have taken immediate steps to sanction this proposal.

Question Time is supposed to operate on the basis of Ministers giving information. I regard what has just happened as an abuse by the Deputy of his position as Opposition spokesman to make a statement at the end of Question Time to which I am prevented from replying.

If the Chair got co-operation, we would make much better progress.

I will sanction this scheme but not on the day before a general election.
