I have been advised by the Revenue Commissioners that according to information available to the inspector of taxes, the taxpayer was unemployed up to February 1987. He applied for VAT registration on 20 March 1987 and was duly registered with effect from 1 April 1987. He described himself on the application form as a builder. The inspector has no record of having received from the taxpayer an application for a sub-contractors certificate.
