The person concerned must undergo a driving test successfully before she can be granted a driving licence.
I understand from Wexford County Council that the person did not hold a valid provisional licence on 11 October 1979. Consequently, she did not qualify for the concession made in 1979 whereby certain provisional licence holders who held a provisional licence on 11 October 1979 and at least one other such licence prior to that date, could obtain a driving licence without passing a driving test. In any event, the 1979 concession was revoked by Article 6 of the Road Traffic (Licensing of Drivers) (Amendment) (No. 2) Regulations, 1985 (S.I. No. 254 of 1985) which came into force on 12 August 1985.
