asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Wexford.

There is no record of the receipt of an application for a house improvement grant under the 1985 scheme from the person named. However, an application under the 1981 scheme was rejected on 21 September 1984 as, contrary to a condition of the scheme, work had commenced before an inspection of the house had been carried out.

asked the Minister for the Environment the reason the rate of house improvement grant for a person (details supplied) in County Wexford was reduced; and if he will reconsider this matter and pay the level which was originally approved.

A grant for house improvements cannot in any case exceed two-thirds of the approved cost as estimated by the Department's inspector, or of the cost of carrying out the work, whichever is the lesser. The actual costs of the works done in this case as notified by the applicant were less than the approved costs and the amount of the grant paid was adjusted accordingly to take account of this. The applicant was so informed prior to payment of the grant on 9 March 1987.

asked the Minister for the Environment the reason a person (details supplied) in County Wexford did not receive approval for a new house grant at the higher rate of payment in view of the fact that the majority of the works took place after May 1985; if he will have the matter reconsidered; and if he will clarify the procedure necessary for the applicant to pursue this matter.

The higher rate of grant (£2,000) is not payable where a house was substantially completed before 1 May 1985. The evidence so far available does not establish the applicant's entitlement to the higher rate of grant. If the applicant wishes to appeal the decision he should submit receipts for work done on the structure of his house on or after 1 May 1985.

Payment of the first instalment of the mortgage subsidy will be made within the next few weeks.

asked the Minister for the Environment when a person (details supplied) in County Kilkenny will receive payment of a mortgage subsidy and a new house grant as he applied in September 1986 and has paid five instalments on his loan.

The application in this case is in respect of a mortgage subsidy only. The first instalment of the subsidy will be paid when the person named submits the appropriate claim form to my Department duly completed and certified by the lending agency.

asked the Minister for the Environment when payment of a mortgage subsidy and a new house grant will be made to a person (details supplied) in County Kilkenny.

A new house grant and mortgage subsidy will be payable in this case if an inspection establishes that the house has been satisfactorily completed and occupied and that all the conditions applying to the grant scheme have been fulfilled. An inspection, by appointment, is being arranged and will be carried out within the next few weeks.

A new house grant cannot be paid in this case as the floor area of the house exceeds the statutory limit.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Limerick; the rate of grant approved; and the way in which it will be calculated.

Maximum grants have been approved in this case, in respect of the provision of water (£400), sewerage (£400) and a bathroom (£800), the building of an extension (£2,000) and the carrying out of necessary repairs (£2,000). On receipt of notification of completion of the works an inspection will be arranged with a view to payment of the grants.

The grant has been paid.

The first instalment of the mortgage subsidy will be paid when the applicant submits the claim form, duly completed and certified by the relevant lending agency to my Department.

There has been no delay in this case. An application for a grant under an earlier house improvement scheme could not be finalised in the absence of a reply by the applicant to a letter sent to her on 13 March 1985.
