asked the Minister for the Environment if it is intended to proceed with proposals to establish a Greater Dublin Council, if so, when it will be established; the other plans he has for local government reform; and if he will make a statement on the matter.

The Government's Programme for National Recovery indicates our intention of revitalising the local goverment system, by a comprehensive reorganisation of local authority structures and by the placing of a new emphasis on the role of local authorities in promoting and supporting enterprise and development in their areas. I am currently examining the whole question of local government reform, including the previous Government's proposal that a metropolitan council be established for the Dublin area. I regard the reinvigoration of local government as one of my priorities, and I will bring forward comprehensive proposals on this matter as soon as possible.
