The recruitment of staff to the Civil Service is in general covered by the Civil Service Commissioners Act, 1956. This Act provides for regulations to be made by the Civil Service Commissioners for each competition. The consent of the Minister for Finance is required under section 16 (5) of the Act for the making of regulations. The filling of vacancies requires the permission of the Minister for Finance. Before the Budget Statement of 31 March 1987 Departments and offices had delegated authority to fill certain vacancies.
