I have directed chief executive officers of health boards to make every effort to spread staff reductions evenly across the grades and this of course would include jobs in health administration above the level of clerical officer. It is my concern and I have also made a direction in this regard that "front-line" staff should be protected as much as possible in the interests of maintaining services.
