Vol. 373 No. 4

Written Answers. - Health Boards Staff Superannuation.

25.

asked the Minister for Health if he will outline the severance payments and redundancy compensation to which established and non-established grades in the health boards are entitled in the event of their becoming redundant; and if he will make a statement on the matter.

The terms "established" and "non-established" are not relevant to health board grades. What the Deputy may have had in mind are pensionable and non-pensionable grades and it is to these grades that I refer in my reply.

Permanent and pensionable staff of health boards are superannuated under the terms of the Local Government Superannuation Code. As pensionable members of non-officer grades and non-pensionable persons employed by health boards in both officer and non-officer grades are insured for all benefits under the Social Welfare Acts, the Redundancy Payments Acts would apply to them. In addition, the superannuation provisions of the Local Government Superannuation Code relating to payment of preserved pension and lump sum at age 60, or immediate return of superannuation contributions, as appropriate, would also apply to pensionable non-officer grades. The superannuation provisions governing the payment of gratuities would apply to non-pensionable persons.

While the Redundancy Payments Acts do not apply to pensionable officer grades in local authorities, I would refer the Deputy to the superannuation provisions of the Local Government Superannuation Code which provide in certain circumstances for the immediate payment of pension and lump sum and for the grant of additions to service, where an officer is removed from office for a cause other than misconduct or unfitness or his office is abolished in accordance with the provisions of Local Government Acts and relevant regulations applicable to health board staff.
