asked the Minister for Foreign Affairs if he will provide a list of treaties registered by Ireland with the Secretary General of the United Nations pursuant to the registration provision of the charter up to 1 June 1987; and if he will make a statement on the matter.

By virtue of Article 102 of the United Nations Charter and Regulations which have been made to give effect to the said article every treaty and every international agreement must be registered with the UN Secretariat. This registration procedure orginated under the League of Nations and has been continued by the United Nations.

In order to register a treaty a certified copy of the text must be sent to the secretariat. The text of the treaty as published in the Treaty Series is used for this purpose, and accordingly those so published have been registered. Some recent agreements are in the process of being published and will be registered in due course. All the issues of the Treaty Series are in the Dáil Library, together with indices.

In regard to many multinational international agreements, the international organisation concerned registers the agreement and the names of the countries parties to them. In my Department a print-out from the computer in the treaty division of the United Nations setting out a complete list of all bilateral and multilateral treaties to which the State is a party, and registered whether by the State, the other contracting party or the international organisation, and published in the League of Nations Treaty Series and UN Treaty Series is available for inspection. It would not be in the public interest from a cost point of view to isolate from this 625-page document those agreements registered by Ireland.
