asked the Minister for Industry and Commerce if he will introduce legislation in order to facilitate the IIRS in the development and application of a set of standards, that is, specifications for goods and services offered on the market in Ireland; and if he will make a statement on the matter.

Section 20 of the Industry Research and Standards Act 1961 (No. 20 of 1961) provides among other things that the Institute for Industrial Research and Standards shall formulate for the Minister specifications for such commodities, processes and practices as the Minister may from time to time request. The institute on formulating a specification may, with the consent of the Minister, declare it to be a standard specification for the commodity, process or practice to which it relates.

Section 23 of the Act states that every person who makes any representation which is false in any material respect that any commodity, process or practice is of standard specification shall, unless he proves that he acted without intent to defraud, be guilty of an offence.

In the circumstances further legislation in this area is not envisaged at this time.
