Vol. 373 No. 12

Allocation of Time: Motion.

I am now calling on the Minister of State, Deputy Vincent Brady, to formally move item No. 7.

On a point of order, could I seek some clarification as to whether the rest of the Order of Business will be dealt with?

I ask Deputy Spring to desist from preventing me from proceeding with the Order of the House.

I move:

That notwithstanding anything in Standing Orders:

(1) the Dáil shall sit later than 9 p.m. today and tomorrow and not later than 5.30 p.m. on Thursday next and business shall be interrupted at 12.30 a.m., 12 midnight and 9 p.m. respectively;

(2) on Thursday next, the sitting shall be suspended from 1.30 p.m. to 2.30 p.m.;

(3) on Friday next, the Dáil shall meet at 10.30 a.m. and shall adjourn not later than 4 p.m.;

(4) in the case of each of the following items of business and, where appropriate, any related motion for a Financial Resolution, the proceedings thereon, if not previously concluded, shall be brought to a conclusion at the time and on the day specified:

(6) the following shall apply in relation to the items of business referred to in paragraphs (4) and (5) of this Resolution——

(a) where the proceedings on one or more items of business are to conclude not later than a specified time, they shall be brought to a conclusion by one question, which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down by a member of the Government, and

(b) where the proceedings on two or more items of business (other than a motion for a Financial Resolution) are to conclude not later than a specified time, the items shall be taken together for the purposes of debate;

(7) the following arrangement shall apply in the case of the debate on the motion relating to the adjournment of the Dáil for the Summer Recess and the Estimates for Public Services being taken in conjunction therewith:

(a) the speeches of the Taoiseach and of the Leader of the main party in Opposition shall not exceed one hour in each case,

(c) the speech of each other member called on shall not exceed 30 minutes, and

(d) a member of the Government shall be called on not later than 3.30 p.m. on Friday next to conclude the debate:

(8) the following arrangements shall apply in the case of the motion for leave to introduce Supplementary Estimates for Public Services for the year ending 31 December, 1987, and the Supplementary Estimate for Tourism and Transport being taken in conjunction therewith:

(a) the speech of the member of the Government moving the motion shall not exceed 30 minutes,

(b) the speech of each other member called on shall not exceed 20 minutes,

(c) a member of the Government shall be called on not later than 12.20 a.m. tomorrow to conclude the debate, and

(d) if a division is challenged on these items, the taking of such division shall be postponed until 8.30 p.m. tomorrow.

I wish to bring to the notice of the House, in respect of item No. 7, a printing error which occurs in the first paragraph. The words "and not later than 5.30 p.m." should read "and later than 5.30 p.m.". The word "not" should not appear.

May I move the amendment to item No. 7?

In accordance with the order just made by the House I must now put the question that motion No. 7 be agreed to.

On a point of order, there is an amendment in my name and in Deputy Harney's name to this motion. Am I entitled to move it?

In accordance with the order of the House, not now.

It is guillotined? The rules have been changed again this week.

In accordance with the order of the House which has just been made I must now put the following question: "That motion No. 7 is hereby agreed to".

(Interruptions.)

I advise Deputies they should not interrupt the Chair when he is putting a question to the House. I will take a very serious view of this position.

Question put.
