asked the Minister for Foreign Affairs whether the EC Foreign Ministers have as yet set new standard rules on radioactivity in foodstuffs; and if he will make a statement on the matter.

The European Commission tabled proposals on 16 June 1987 for the setting of new standard rules for radioactivity levels in foodstuffs. These rules are designed to replace the temporary arrangements which were put in place after the Chernobyl accident in April 1986 and which were extended on two occasions since then. The Commission proposals were formally outlined by the Commissioner responsible at the Foreign Affairs Council yesterday, 22 June. They will now be considered urgently at official level with a view to reaching consensus on new common arrangements before the temporary regime expires on 31 October next.

Ireland's approach to the problem of defining radioactivity limits for foodstuffs is guided by two considerations. The most important is the protection of the consumer, who must have complete confidence that foodstuffs, whether domestically produced or imported, are safe to eat. This can only be done by setting and continuously monitoring the most rigorous standards on the basis of the best available scientific advice. The second consideration of importance is that it is vital to find as wide an international consensus on this issue as possible, starting with an agreed European Community approach, to avoid possible distortions in trading conditions and the creation of hidden barriers to trade. Ireland believes that a strict and effective Community régime would be a significant step forward in the establishment of globally applicable radioactivity standards. The Departments of Energy, Agriculture and Food and Foreign Affairs in conjunction with other interested State bodies are examining the Commission proposal in the light of the considerations set out above.
