andMr. Nealon asked the Minister for Industry and Commerce when he will publish the White Paper on Science and Technology; and if he will make a statement on the matter.

Because of the need to give priority to activities related to the initiation in June 1987 of a number of new programmes in the area of science and technology; the decision to merge the functions of the Institute for Industrial Research and Standards (IIRS) and the National Board for Science and Technology (NBST) — it has not been possible to make progress, as envisaged earlier this year, with the preparation of the White Paper.

Furthermore, such a document would not have to take account of the plans of the new agency for science and technology and also of developments resulting from the initiation of the new programmes mentioned.

Whilst I agree that the publication of a White Paper is desirable I am not at present in a position to indicate with accuracy when this would take place.
