asked the Minister for Education, in view of the fact that for capital restriction reasons, she is unable to say when the proposed new second level school at Newcastle West, County Limerick will go to tender, if she will indicate the criteria which have been used in the allocation of the available funds, given that the boys of the existing second level school in Newcastle West are having to have recourse to the use of a public toilet situated at least 40 yards from the school door.

Reference to the criteria that the Deputy refers to does not arise because there is no discretion in the matter of allocating funds between major projects in the context of the 1988 capital allocation for the second-level building programme. It is estimated that the allocation, apart from the amount which will be required for minor and emergency capital works, will have to be allocated entirely to expenditures arising from projects already under construction or constructed and for other expenditures contractually committed; it precludes expenditure on any new building starts for major projects in 1988.
