In determining the allocations for health agencies for 1987 and 1988 I have been particularly concerned that the most disadvantaged groups in the community would be protected. I have set down clear guidelines on the services which should be protected including services for the handicapped, children at risk and the elderly. I am satisfied that all agencies have responded in a positive manner to these guidelines and that services, including institutional services, are being provided in an equitable way.
