Order of Business.

It is proposed to take Nos. 13, 14, 15, 16 and 17. It is also proposed that the Dáil shall sit later than 9 p.m. and that business shall be interrupted at 10.30 p.m. It is further proposed that the proceedings on Committee Stage of No. 13 shall be brought to a conclusion not later than 7 p.m. by one question which shall be put from the Chair and it shall in relation to amendments include only amendments set down by the Minister for Industry and Commerce. Private Members' Business will be No. 30.

Is the proposal to sit late tonight agreed? Agreed. Is the proposal on No. 13 agreed? Agreed.

Will the Taoiseach convey on behalf of the House our congratulations and commendations to President Reagan and Mr. Gorbachev in view of the agreement which they signed yesterday, which we all hope will be the beginning of a much stronger move to improve the security of all our peoples?

What proposals have the Government in regard to the National Social Service Board and do they propose to put into effect the decision of the Dáil——

That matter is not in order now. The Deputy will have to find some other ways and means of raising it and I have said that on a number of occasions in recent days.

The House passed a motion a week ago——

I cannot allow the matter to be pursued now. I have ruled on a number of occasions in respect of it. It may not be adverted to now.

Legislation——

I am sorry, Deputy O'Malley.

May I not inquire if that legislation will be introduced?

I am not aware of any legislation required in the matter.

There is an Act setting up the board, so presumably——

——to disestablish the board it would be necessary to have further legislation.

I must ask Deputy O'Malley to desist from making further reference to the matter and to resume his seat.

Will the Chair allow the Government to reply?

I have ruled on the matter.

Yesterday afternoon I sought to move in Private Members' time item No. 4 on this morning's Order Paper, the Judicial Separation and Family Law Reform Bill, 1987 and the Taoiseach requested that we defer that matter. The matter has now been discussed and I wish to formally move that the Bill be taken in Private Members' time. It is my understanding that if the Bill passes through Second Stage in Private Members' time it will then go to a special committee of this House.
