asked the Minister for Education if her attention has been drawn to proposed changes, initiated with the Dublin school attendance committees, in relation to recruitment, promotion and appointments procedures, which would have the effect of eliminating the rights of applicants to have their applications considered by school attendance committees, the appointments effectively being made by officers and officials, thus resulting in a closed shop for promotions; if she will investigate these proposals as a matter of urgency and ensure that the standards of procedures obtaining in this regard are those which have obtained over many decades, in accordance with the School Attendance Act, 1926, and other ministerial regulations and appropriate legislation.

Section 11 of the School Attendance Act, 1926, provides for the appointment and removal of such officers by the appropriate school attendance committee subject to the approval of the council of the county borough or urban district and the sanction of the Minister for Education. This section also provides that no officer shall be appointed unless he/she possesses the qualifications prescribed as necessary by the Minister for Education after consultation with the Ministers for Health and the Environment.

My information is that the terms of the Act are being adhered to.
