asked the Minister for Education if the revelation that in 1987 £12 million has been saved in the pay bill in education (or in reality £7 million according to her Dáil statement of Friday, 11 December 1987) does not mean that her starting point for pay needs in 1988 is correspondingly reduced.

The £12 million referred to is an estimate of the net overall saving in 1987 as projected in the monthly financial returns at the end of October. The amount actually saved will not be known until after the end of the financial year when all receipts and payments have been processed.

The fact that savings are projected does not necessarily imply a lower starting-point for pay needs in 1988. This depends on such factors as the amount actually realised, the extent to which they were anticipated in preparing the allocation for 1988 contained in the Estimates for Public Services (Abridged Version) published on 13 October 1987, whether they have a run-on effect on 1988 costs and whether they are within the normal degree of estimating variation.

asked the Minister for Education the exact way in which the £12 million on pay which has been saved in the Education Estimate in 1987 as revealed in the Dáil by the Minister for Finance on 9 December 1987 is broken down between the different pay subheads.
