asked the Minister for Finance, in view of the recent criticisms of the method of allocation of EC regional aid, if he will give the percentage of regional aid allocated for Connacht/Ulster over the past three years; the criteria laid down for allocation; the projects grant-aided; and the comparable percentage figures for the Leinster and Munster regions.

The details requested are in the form of a tabular statement which I propose to circulate in the Official Report.

The following is a breakdown of European Regional Development Fund (ERDF) commitments for the years 1985, 1986 and 1987 broken down in so far as is possible on a Euro-constituency basis. The percentage allocation for each of the years in question is shown in brackets.

A further £11 million commitments were received during 1987 in respect of multi-regional telecommunications development projects which cannot be broken down on a Euro-constituency basis.

In addition in 1987 commitments of £38 million, £19 million and £194 million were received in respect of the Star and Valoren Community Programmes and the National Programme of Community Interest — Roads Development, respectively. It is not possible to determine in advance the amounts of ERDF assistance which will be applicable to individual areas within the Programmes.

The criteria which my Department uses in choosing investments which are submitted for ERDF assistance are:

(1) The investment must be one which is eligible for ERDF assistance in accordance with the Fund Regulation.

(2) The investment must contribute to the development of the area in which it is situated.

(3) The investment must have the approval of the relevant Government Department.

ERDF commitments were received for a total of 72 projects in the Euro-constituency of Connacht/Ulster in the years 1985, 1986 and 1987. This figure excludes the multi-regional projects already referred to. Details of all 72 projects are as follows:
