I refer the Deputy to my replies to Question No. 91 of 2 February 1988 and Question No. 90 of 11 February 1988 in relation to grants payable by my Department to members of the public. The position in relation to grants payable to local authorities is similar except, of course, that in relation to certain services the nature of the State subvention is such that expenditure incurred by the local authorities is subject to recoupment in arrears.
