asked the Minister for Labour the safety regulations which exist for the handling of asbestos, its removal from sites and transportation; if there are any regulations designed to protect employees working on its removal; and if he will make a statement on the matter.

The provisions of the Safety in Industry Acts, 1955 and 1980, together with the Factories (Asbestos Processes) Regulations, 1975, provide protection for workers handling asbestos in workplaces covered by the Acts. The provisions apply, for example, to workers engaged in the manufacture of asbestos goods and workers on construction sites where asbestos cement sheets and pipes are used as well as workers involved in the application or removal of asbestos insulation or lagging in premises to which the Acts apply. These premises would include factories, electrical stations, docks, wharves, quays and warehouses and building operations and works of engineering construction.

EC Council Directive 83/477/EEC of 19 September 1983, incorporates a wider degree of protection of workers from the risks related to exposure to asbestos at work, including its transportation. Regulations are currently being drafted to give effect to the Directive.
