asked the Minister for the Environment if he has satisfied himself that the proposal to service the domestic coal market with screening from Moneypoint, County Clare will not increase atmospheric pollution in other major cities.

Local authorities are now obliged to uphold air quality standards for smoke, sulphur dioxide and other pollutants prescribed in the Air Pollution Act, 1987, (Air Quality Standards) Regulations, 1987 (S.I. No. 244 of 1987). In so far as the standards are, or are likely to be, exceeded, for any reason, the powers of the Air Pollution Act, 1987, must be used to develop appropriate countermeasures. Relevant powers include the declaration by local authorities of special control areas under Part IV of the Act and controls on the production, treatment, importation and sale of fuels permitted by section 53.
