In the period from the end of March 1987 to date 17 posts in my Department have remained vacant as a result of the restrictions on promotions within the Civil Service. Discussions are continuing with the Department of Finance concerning the possible filling of some of the above mentioned vacancies. The figure quoted does not include the staffing of the new health promotion unit in my Department, which is also the subject of discussions at present with the Department of Finance.
