Before the establishment of FÁS its functions were carried out by three organisations, AnCO, the Youth Employment Agency and the National Manpower Service. Youth interests were represented directly only on the Youth Employment Agency where there were two directors from bodies representative of young persons.
When deciding on the composition of the board of FAS I was concerned to ensure that the composition of the board should reflect the main interests involved. At the same time I had to limit the size of the board in the interest of effectiveness and efficiency. Against this background, I decided that there should be one representative of youth interests and this decision is incorporated in the legislation approved by the Oireachtas.
