asked the Minister for the Environment if the present method of registering disabled persons for postal votes is regarded as satisfactory, in that such persons have to reapply each year.

The special voting arrangements for disabled electors, which were introduced in 1986, are based on applications made each year at the time when the register of electors is being prepared. The procedures are regarded as generally satisfactory. However, as I indicated in reply to questions on 21 October last, I propose to examine particular aspects of the procedure to see if any change may be desirable.
