asked the Minister for the Environment his views on whether the high cost of road transport in Ireland compared to the EC is largely due to the poor quality of our roads infrastructure; if he will give an estimate of this cost handicap; and if he will make a statement on the matter.

Costs attributable to the quality of our roads infrastructure constitute one factor in the total relative cost of road transport. The question of the strategic approach to be adopted relating to the improvement and maintenance of the road network will be addressed in the Blueprint for Road Development.
