asked the Minister for the Environment if he will outline the authorisation and licence which are required by waste disposal companies; the number of such companies operating in the Dublin area without the required authorisation; and the action he is taking to ensure that unlicensed operators cease to function.

Under the European Communities (Waste) Regulations, 1979, a person treating, tipping or storing waste on behalf of another person requires a permit from the local authority. A similar obligation arises under the European Communities (Toxic and Dangerous Waste) Regulations, 1982 for a person storing, treating or depositing toxic waste, whether on his own behalf or for another person. The implementation of these regulations is a matter for the local authority in whose functional area the operation takes place. Information on the waste disposal companies operating in the Dublin area is not available in my Department.
