I propose to take Questions Nos. 13 and 43 together.
It has been decided that the new place of detention at Wheatfield is to be brought into operation during 1989 on a phased basis. It is the intention that approximately 160 offenders should be accommodated there from mid-1989. A final decision has not yet been taken regarding the categories of offenders who will be accommodated at the new institution.
The institution will have the services of a medical officer and the normal medical care that can be provided within a detention centre will be available there and, as I have indicated on an earlier occasion, the possibility of using part of the institution to accommodate offenders who are found to be HIV positive, is being considered. I expect proposals for staffing of the institution to be finalised shortly.
