asked the Minister for Education when the promised legislation to give a statutory basis to the youth service is to come before Dáil Éireann; the present stage of the legislation; if the heads of the Bill have been prepared; if a memorandum has been submitted to the Government on the proposed legislation; if the Bill has been completed by the draftsman; and if the Government has considered the Bill in its final form.

As stated at the Annual Assembly of the National Youth Council of Ireland on 27 November 1988 the establishment of a statutory basis for the youth service must wait until a comprehensive youth service has been established. While much has been accomplished in this area to date much remains to be done. The detailed work necessary for considering the establishment of a legislative framework for the youth service has not yet been undertaken.
I will, of course, keep the House informed of developments.
