asked the Minister for Agriculture and Food, in view of the 40 per cent increase in sheep numbers and the formation of Teagasc, if he will consider transferring the implementation of the sheep scab eradication scheme from local authorities to Teagasc; and if he will insist that sheep owners provide dipping certificates for ewes, to qualify for ewe premia.

The functions of Teagasc are to provide educational training, advisory and research services to the agriculture and food industry and it would not therefore be appropriate to transfer the function of eradicating animal disease to that body.

The conditions for payment of ewe premia are laid down in EC regulations and may not be expanded to cater for other purposes.
