asked the Minister for Labour if he proposes to change the terms of reference of DÍON in order to enable it to make grants available to Irish emigrant representative groups in the United States; and if he will make a statement on the matter.

DÍON, the advisory committee on emigrant welfare services, whose membership is almost entirely British based, report to me. DÍON have concentrated on developing and improving the services provided by voluntary organisations for Irish emigrants in the United Kingdom, mainly through the employment of professional social workers.

I am reluctant to alter DÍON's terms of reference, as suggested, because it would only dilute the effectiveness of State aid and dissipate the efforts of the DÍON committee. I am satisfied that DÍON should continue to concentrate on the British situation only and advise and report on emigrant welfare services there. They will also continue making recommendations to me on the provision of State financial assistance to voluntary organisations providing "front line" assistance for Irish emigrants to Britain.

The Deputy will be aware of the initiatives by the Minister for Foreign Affairs to further the welfare interests of Irish emigrants in the United States.
