The EC has made new regulations for the European Social Fund which are due to come into effect from 1 January 1990. On the basis of these my Department have made proposals for training courses/programmes for the long term unemployed under Objective 3 (combating long term unemployment) of the EC Structural Funds. The proposals include provision for adult literacy and basic skills training.
