The making of a scheme of letting priorities under section 11 of the Housing Act, 1988, is a matter for the individual housing authorities in the first instance. Such schemes are required to be made within one year of the commencement of the section, that is by 31 March 1990. As the making of such schemes requires my approval I have asked the authorities to submit their schemes to my Department not later than 30 November 1989 so as to allow adequate time for their examination and approval before the due date.
My Department issued guidelines on 15 March 1989 to which housing authorities should have regard in the making of schemes of letting priorities and also conducted recently a number of seminars for housing authority officials directly involved with the preparation of schemes.
