As I indicated to the Deputy in my reply to Parliamentary Question No. 243 of 25 January 1989, a process of consultation involving a large number of organisations was taking place. This process was completed but a number of issues relating to, inter alia, potential practical difficulties in implementing the regulations have been raised. These are currently being addressed by the Department of Health and I hope to have the regulations completed at an early date.
