asked the Minister for Social Welfare the Acts or provisions of Acts passed by the Houses of the Oireachtas which relate to his Department and which have not yet come into operation because the necessary ministerial orders have not yet been made.

The necessary ministerial orders for the implementation of the Social Welfare Acts have all been made except for the following provisions which have yet to be brought into force by way of commencement orders: (a) section 6 of the Social Welfare Act, 1989, which provides for the introduction of new social assistance schemes for widowers and deserted husbands with dependent children. This new scheme is due to come into operation in October 1989; (b) sections 12 and 13 of the Social Welfare Act, 1989, which impose a liability on the spouse of a recipient of specified social welfare payments to contribute towards such payments. It is expected that this provision will come into operation also in October 1989; and (c) section 28 of the Social Welfare Act, 1988, as amended by section 24 of the Social Welfare Act, 1989, which provides for the introduction of a pre-retirement allowance. It is intended that this scheme will come into operation later this year.
